Maybe it's Steven Moffat who has the thing about coats - Jack, Ten, Eleven, Sherlock. Though I believe this coat is Matt Smith's own idea of what the Doctor might wear.

Funnily enough, it isn't. I mean, the coat is his own, but when they were working out the Doctor's costume they were apparently going for a pirate-y kind of thing (possibly with a similar coat), and Matt hated it. It was him who wanted the bow tie, and the tweed jacket is his too.

here it is, from an interview in the Mirror before s5 started: "Matt, who also created the Time Lord's new look of tweed jackets and bow ties, admitted he is hoping to add an overcoat to his wardrobe He said: "Originally I was going to have a black leather coat or a blue swashbuckling coat and possibly a hat too but, somewhere along the line, the idea got dropped. I hope it's revived in time for series two." I don't think he's worn the coat on the show itself, just for promo stuff, but we've seen a lot of hats LOL.
