Sometimes policy is better off being vague (from a BPM standpoint, you get specific in procedures). In this case, casting a wide net allows them to enforce policy broadly when necessary. The problem with definitions such as the one you suggest is that people are inherently biased to only include things which affect their life directly, or that they can see clearly as a problem.

For example, as a fat person who is getting tired of the "war on obesity" and the really hateful things people feel *entitled* to say because that's a tacitly approved of bigotry, I'd like to think that it might be covered if it rose to the level of hate speech.
