if you have the up and down sash-type windows, M suggests getting some fat wooden dowels or broomsticks and a handsaw (someone has to have a handsaw in new york), cutting pieces 1/4" longer than the space between the bottom sash and the top of the window frame, and pounding them into the space with a mallet. they can be removed with effort from teh inside, but the window cannot be opened without breaking completely, which is time consuming and attracts more attention. It's a quick fix for until you can get real guards installed, should you need it.

The dowel idea works equally well for side sliding windows, you just lay them in the track of the window and nothing short of breaking out the entire window will open it.
