Gay marriage in Maine

The AP is reporting the Maine governor has signed the bill, making it legal. CNN and NYTimes seem to be slow on updating.

No. DC just voted to recognize same-sex marriages performed in other states and countries. NY and, I believe, NJ, does the same thing. Additionally the DC law can be overturned by congress at any point within 30 days from its passage.
