I know of nothing much that will help, but what little I could think of, I gave info on. Best I can do is to pray for this boy and the family. Thanks for bringing it to our attentions.
Oddly enough, I was just rereading a story I started with some friends several years ago, which had a kid getting kicked out of his house because he's gay, and we started dealing with the legal stuff he needed to do because one of my friends needs to know how to deal with CPS for her job and knew what the legal stuff we needed to write about was.
So what we did with the fictional gay kid got passed on, though I don't know how relevant it is to his situation and location.
Ugh. Ugh ugh and effing *ugh.* Although a point I'd like to sort of raise an eyebrow at - RM makes a point of saying that this kid is gay, as does the original poster. Would the serious-suck factor be lessened any if he were hetero or (as a few people I knew back at that age were) undecided/unsure?
GLBT rights and protections in the Philippines is about 20 years behind the US, with the exception that being gay is not a reason to be exempted/dismissed from the military.
Because of the country he's to be deported to, he's got a potential shot at requesting asylum on grounds of persecution, perhaps. Not that this country is necessarily sympathetic to that argument. Bleh.
