It was more the setup itself (which also reminds me of one in Citizen Kane, when he's running for governor with the giant poster of himself)- but now that I think of it, we do see the Atriedes bring pugs to Arrakis.

Do pugs have a history as dogs of royalty or do peopel just think they are funny and ugly and dump thtem into movies at random? are they especially capable of dealing with movie sets? What's the deal?

Pugs were actually originally bred as lapdogs for Chinese emporers, and they were certainly popular enough with Western royalty as well; with Lynch, though, I think the line between "This will show the Atriedes' social standing!" and "absurd-looking small beast!" is particularly thin.
