I suspect this falls under the category of "to get rid of an employees that you have no legitimate excuse to fire, ask them to do something totally outrageous, and then when they refuse, or do the job poorly, you have a pretense for firing them".

You've heard of unions that have ridiculous-seeming rules written into their contracts that dictate exactly what kind of employee may be asked to do what task? It's to prevent employers from pulling shit like this.
